"You exceeded your current quota. Please check your plan and billing details."ChatGPT account and OpenAI API access are two different things. They require different subscriptions.
For many account related issues, the following fix might work.
Make sure to activate OpenAI paid account. Visit the https://beta.openai.com/account/billing page, and add your credit card info. You can also set a maximum usage limit here. Say, $5 per month.
Still not working?
OpenAI has a thresholding algorithm for different types of users. They limit it to 2000 requests per day for most of the features if it is less than 48 hours of a paid account.

From https://beta.openai.com/account/api-keys, you can delete the old OpenAI key and create a new OpenAI key if it still does not work.
